A useful repeater location does not necessarily have to be a commercial communications site. Existing towers, elevated ranch properties, mountaintops, utility locations, government facilities, and other suitable properties may all be worth evaluating.
What matters most is whether the location provides useful radio coverage and can reasonably support the infrastructure required to operate the site.
Terrain, elevation, access, power, tower availability, backhaul, operating cost, and the communications needs of RNRC members all factor into whether a location makes sense.
Offering a location does not obligate the property owner or RNRC to proceed. The first step is simply determining whether the site is worth further evaluation.
RNRC can evaluate suitable locations from many different types of property owners and organizations.
Elevated ranch property or existing communications infrastructure may provide valuable regional coverage.
Existing communications towers may provide the antenna height and infrastructure needed for an RNRC installation.
Businesses with suitable elevated facilities or remote sites may have locations worth evaluating.

Linked RNRC sites require a practical network connection. Options may vary by location and can include point-to-point wireless, commercial internet, or other suitable connectivity.
RNRC needs reasonable access for installation, inspection, maintenance, troubleshooting, repair, and emergency service when necessary.
The location must support safe installation and operation without creating unacceptable RF, structural, electrical, networking, or other technical conflicts.

Professional VHF repeater equipment forms the radio core of the site.

The exact arrangement depends on the location and agreement between RNRC and the site host. Hosting does not necessarily mean the host is responsible for operating or maintaining the radio equipment.
Depending on the final site agreement, RNRC may be responsible for installing, configuring, monitoring, maintaining, and repairing Cooperative communications equipment located at the site.
The host generally provides the agreed location and allows RNRC reasonable access to install and maintain authorized equipment. Other responsibilities depend on the individual site agreement.
RNRC may work with commercial communications sites, private landowners, member-owned locations, public agencies, and other site hosts. The financial and operational arrangement therefore does not need to be identical at every location.
Before equipment is installed, RNRC and the site host can establish a written agreement addressing items such as site access, equipment placement, utilities, maintenance access, insurance requirements, term, termination, and any applicable lease or reimbursement arrangements.

More sites do not automatically create a better network. Each site adds equipment, maintenance, backhaul, power requirements, and ongoing operating expenses.
RNRC's goal is to build useful infrastructure where the coverage benefit justifies the technical and financial commitment.
A particularly valuable location may fill a major coverage gap, serve several members, provide access to an important rural corridor, or connect areas that are otherwise difficult to reach.
