RNRC Is Looking for Strategic Locations

Building a rural radio network starts with finding the right places to put communications equipment. RNRC evaluates potential host locations based on both the coverage they could provide and the practical requirements of operating a reliable repeater site.

You May Already Have What We Need

A useful repeater location does not necessarily have to be a commercial communications site. Existing towers, elevated ranch properties, mountaintops, utility locations, government facilities, and other suitable properties may all be worth evaluating.

What matters most is whether the location provides useful radio coverage and can reasonably support the infrastructure required to operate the site.

Every Location Is Evaluated Individually

Terrain, elevation, access, power, tower availability, backhaul, operating cost, and the communications needs of RNRC members all factor into whether a location makes sense.

Offering a location does not obligate the property owner or RNRC to proceed. The first step is simply determining whether the site is worth further evaluation.

Who Can Host a Site?

RNRC can evaluate suitable locations from many different types of property owners and organizations.

What Makes a Good Repeater Location?

The best RNRC sites combine useful radio coverage with practical, maintainable infrastructure. A location does not need to have every item already in place to be worth evaluating.

  • Useful elevation or line-of-sight into the desired coverage area
  • Existing tower space or the ability to install an antenna support
  • Space for protected communications equipment
  • A practical power solution
  • A possible network backhaul path
  • Reasonable maintenance access
  • A location that provides meaningful coverage to RNRC members

General Site Requirements

The exact design depends on the location. During evaluation, RNRC looks at several major infrastructure categories.

Antenna Location

RNRC needs a safe and technically suitable location for the VHF antenna, whether on an existing tower, structure, mast, or other approved support.

Equipment Space

Communications equipment needs protected space in a suitable cabinet, rack, shelter, building, or other enclosure.

Power

The site needs a dependable power solution. Depending on the location, this could include commercial utility power, solar, batteries, or a combination of systems.

Backhaul

Linked RNRC sites require a practical network connection. Options may vary by location and can include point-to-point wireless, commercial internet, or other suitable connectivity.

Site Access

RNRC needs reasonable access for installation, inspection, maintenance, troubleshooting, repair, and emergency service when necessary.

Technical Compatibility

The location must support safe installation and operation without creating unacceptable RF, structural, electrical, networking, or other technical conflicts.

What Might RNRC Install?

Equipment varies by location, but an RNRC installation may include several of the following components.

Professional VHF repeater equipment forms the radio core of the site.

A VHF antenna, feedline, filtering, grounding, and related RF components connect the repeater to the coverage area.

Equipment Cabinet or Rack

Equipment may be installed in existing rack space or in a suitable RNRC enclosure depending on the host location.

Power Equipment

Batteries, charging equipment, power distribution, and potentially solar or other supporting power equipment may be required.

Networking Equipment

Routers, switches, point-to-point radios, or other network equipment may be used to connect the site to RNRC.

Remote monitoring equipment may be installed to help RNRC observe site power, network connectivity, and system operation.

What If the Site Doesn't Have Power?

Lack of commercial utility power does not automatically eliminate a potential site. Many useful rural communications locations are remote and off-grid.

Where practical, RNRC can evaluate alternative power arrangements such as solar generation and battery storage.

Existing Power Can Make Things Easier

Sites with dependable utility power may simplify installation and long-term operation, particularly where other communications equipment is already present.

Regardless of the primary power source, RNRC evaluates backup power and resilience based on the needs and characteristics of the site.

Connecting the Site to the RNRC Network

A multi-site radio network needs a communications path between its repeater locations. RNRC evaluates the most practical backhaul option for each site.

Point-to-Point Wireless

Where line-of-sight is available, dedicated wireless links may connect a remote site to another network location.

Commercial Connectivity

Existing internet or other telecommunications services may be usable where appropriate and available.

Site-Specific Solutions

Remote locations may require a combination of technologies. RNRC evaluates backhaul individually for each proposed site.

What Does Hosting a Site Mean?

The exact arrangement depends on the location and agreement between RNRC and the site host. Hosting does not necessarily mean the host is responsible for operating or maintaining the radio equipment.

RNRC's Role

Depending on the final site agreement, RNRC may be responsible for installing, configuring, monitoring, maintaining, and repairing Cooperative communications equipment located at the site.

  • Radio system design and configuration

  • Network programming
  • Routine system monitoring
  • Equipment maintenance and repair
  • Coordination of authorized site visits

The Host's Role

The host generally provides the agreed location and allows RNRC reasonable access to install and maintain authorized equipment. Other responsibilities depend on the individual site agreement.

  • Communicate changes that could affect RNRC equipment
  • Follow the terms of the site agreement

Every Hosting Arrangement Can Be Different

RNRC may work with commercial communications sites, private landowners, member-owned locations, public agencies, and other site hosts. The financial and operational arrangement therefore does not need to be identical at every location.

Before equipment is installed, RNRC and the site host can establish a written agreement addressing items such as site access, equipment placement, utilities, maintenance access, insurance requirements, term, termination, and any applicable lease or reimbursement arrangements.

You do not need to know whether your property is technically suitable before contacting RNRC. We can start with the location and basic information.

Tell Us About the Location

Provide the general location and any available information about elevation, towers, buildings, power, access, or existing communications infrastructure.

Coverage Review

RNRC evaluates whether the location could provide useful radio coverage to existing or anticipated service areas.

If the location appears promising, RNRC evaluates antenna options, equipment space, power, backhaul, access, and other technical considerations.

Site Agreement

If both parties want to proceed, RNRC and the host establish the terms necessary to install and operate the site.

Not Every High Point Needs a Repeater

More sites do not automatically create a better network. Each site adds equipment, maintenance, backhaul, power requirements, and ongoing operating expenses.

RNRC's goal is to build useful infrastructure where the coverage benefit justifies the technical and financial commitment.

We're Looking for Strategic Sites

A particularly valuable location may fill a major coverage gap, serve several members, provide access to an important rural corridor, or connect areas that are otherwise difficult to reach.

Those are the locations RNRC is especially interested in evaluating.

Site information may be limited publicly. RNRC may publish general information about repeater locations and coverage while limiting detailed infrastructure, access, security, or other sensitive site information. Site hosts can discuss appropriate public identification of their location with the Cooperative.
Final Terms Are Established by Agreement. This page describes RNRC's general approach to repeater site hosting. Actual responsibilities, access rights, equipment placement, financial arrangements, and other obligations are governed by the applicable written site agreement and Cooperative policies.
